Each paid month adds that many turnover credits. Spend them on any rentals visit, at any of your buildings: a turnover is 1 credit, a building set 3. Unused credits roll over one month, up to one month's worth.
Nothing is booked without your confirmation. If you cancel, the plan runs to the end of the month you've paid for.
